The fine is small, but the point is the regulatory floor. F-gases have massive warming potentials, so the lack of detection systems is a clear failure in compliance monitoring during the site acquisition.
Interesting that they are moving away from f-gas systems entirely. The real cost isn't the fine, it is the capital expenditure to rip out old chillers and install natural refrigerants like ammonia or CO2.
SEPA caught this during a routine check. It shows that even if no leak happened, the risk of not having the sensors is what triggers the penalty. Good to see them pushing for a full transition away from these gases.
