This is a textbook example of policy intent failing during implementation. Planning a transition in a vacuum without the asset owner is useless. Incentives and procurement rules mean nothing if the people running the plant are not at the table.

Exactly. I am more interested in the actual capacity and infrastructure requirements for a sugar beet refinery. Did they even model the energy load or the grid interconnection needs, or was this just a conceptual talking shop?

The jump from oil chemistry to sugar beet sounds great on a slide deck, but the actual retrofit costs for that kind of industrial shift are massive. I doubt they looked at the actual payback periods or the labor skill gap for the current workforce.

The missing detail here is the funding. Who was supposed to pay for the transition? The government or Ineos? Without a clear finance model, these boards are just for show.
