The plan targets fuel poverty and high emissions from older housing stock by integrating sensors for air quality, temperature, and humidity, all managed by a local edge computing hub that works without internet. The upfront cost per home is about 33,000 pounds above baseline, but projected savings of 1,470 pounds per year in maintenance and a shift from operating deficit to surplus make the financial case. The approach is designed for replication across different housing types and tenures, positioning Moray as a testbed for rural digital health and low-carbon innovation. The technology is available now, with initial deployment possible within one to three years.
