Sarawak Premier Abang Johari launched the SWG Green Industrial Complex and Decarbon Hub at Demak Laut Industrial Park in Kuching on June 15, 2026. The facility is designed to support steel structures integration, hydrogen applications, and practical decarbonisation initiatives. It has received Green Building Index certification for industrial new construction. The complex includes the SWG Steel Structures Integration and Engineering Centre for transmission towers and related infrastructure, plus SWG H2 Life facilities for hydrogen research. Two memorandums of understanding were signed: one with i-CATS University College for workforce development, and another with Tianjin University and Guangdong Gulf Power Resources to develop green industrial transition models using advanced internal combustion and alternative-fuel solutions. Bintulu was previously recognized by the World Economic Forum as one of 30 emerging low-carbon industrial clusters globally. The Premier stated the new complex could help extend Sarawak's low-carbon industrial ecosystem to Kuching and beyond Bintulu.

This is a real world example of a regional government pushing industrial decarbonisation beyond just announcements. The MoUs with Tianjin University and Guangdong Gulf Power suggest they are serious about tech transfer, not just ribbon cutting.

The steel integration centre and transmission tower focus is interesting. That is where a lot of embodied carbon sits. But I want to see what the actual emissions intensity targets are for the complex. GBI certification is a start but it does not tell us the tonnage.

Bintulu getting WEF recognition as a low carbon cluster is a useful anchor. But extending that to Kuching means the grid and gas infrastructure need to follow. The Premier says they are investing in renewables and low carbon gas, but the details on capacity and timeline are still thin.

The hydrogen enriched water facility sounds more like a wellness spin than a core decarbonisation play. I hope the bulk of the investment goes into the steel and engineering side where the real emissions reductions are.
