Sarawak CCUS sites safe for long term, leak risk 0.001% to 0.01% per year, state assembly told
thestar.com.myMalaysia's Sarawak state government told its legislative assembly that carbon capture, utilisation and storage (CCUS) sites are safe for long term use. Deputy Minister Dr Hazland Abang Hipni said CO2 is stored as a liquid, not a gas, and estimated leak rates at 0.001% to 0.01% per year. He said that means 99% of stored CO2 would remain in underground formations after 1,000 years. Storage in Sarawak falls under the Land (Carbon Storage) Rules 2022 and the Environment (Reduction of Greenhouse Gases Emission) Ordinance 2023. Developers must prove geological suitability and run monitoring through the project lifecycle. The state oil company Petros has issued its own CCUS guideline for developers and operators. On long term liability, the storage user remains responsible for post-closure monitoring and corrective measures for at least 20 years after site closure. After the permit ends, the licensee takes over monitoring duties, but the storage user still bears liability for any prior leakage or non-compliance.
