Net zero in operation is a start, but I wonder about the embodied carbon in bulldozing 10 blocks. Tearing down and rebuilding is usually way more carbon intensive than a deep retrofit. Would be interesting to see the lifecycle analysis on this.

That is the gap in current policy. Most mandates focus on operational energy, which makes it easier to justify new builds over retrofits. Until we price embodied carbon into the procurement rules, we will keep seeing this pattern.
