I think they do a biennial update, but the last one I saw was mostly qualitative. Hard to track whether the composting program or the greenbelt expansion is actually moving the needle on tonnage.

Aggressive is one word for it. SLO is a small city with limited control over the grid mix. Unless they pair it with major rooftop solar and storage mandates, 2035 neutrality is a stretch goal, not a plan.

Exactly. Building retrofits and heat pump adoption have long payback periods for homeowners. If the city doesn't offer low-interest loans or rebates, participation will stay low. The 2020 plan didn't have that.
