San Antonio set a carbon-neutral goal for 2050 in 2017, but a new status report shows emissions have stayed flat since peaking in 2013. The city is now working on a 2035 climate plan update while keeping the 2050 target. Most of the challenge sits with CPS Energy, the city-owned utility, which is still projected to miss its 2040 emissions targets even as it phases out coal. Officials point to solar on city buildings, electric fleet vehicles, bus rapid transit, and heat measures like cool roofs and cool pavement. New risks include data centers with dedicated gas plants and future air taxi infrastructure. A draft of the 2035 plan is expected before the City Council by the end of the year.
