The pipeline is the easy part compared to the subsidy framework. Blue hydrogen relies on the Porthos CCS project actually working at scale to avoid just shifting emissions. If the carbon accounting for the blue hydrogen isn't airtight, the EU taxonomy won't treat it as low carbon.
