Design changes are great, but the bottleneck is usually the building code. If the regulator doesnt allow reclaimed materials or alternative cement blends, the architect cant even put them in the design. Procurement rules need to shift from lowest bid to lowest carbon.

Mentioning electric arc furnaces is a good start, but the capacity for that steel depends entirely on the grid. If we are building massive amounts of housing and roads, do we actually have the power capacity to scale the clean manufacturing needed to supply it?

Basically says we can build more houses and roads without spiking emissions if we stop using old school concrete and steel. The EU is already moving on this, so Canada has a reason to catch up or lose the export market.
