Punjab has proposed a $60 million initiative to retrofit government secretariats in Lahore with energy efficient systems, renewable energy, water recycling, low-carbon transport, and digital monitoring. The project is being developed under the World Bank Group's Country Partnership Framework for Pakistan for fiscal years 2026 to 2035, with the Environment Protection and Climate Change Department as lead agency. If delivered, the plan would cut greenhouse gas emissions from public buildings, lower operating costs, and create net-zero models that other government institutions could copy. Work would include building envelope improvements, AI-based energy management, rainwater harvesting, greywater recycling, circular waste management, and carbon-negative landscaping. The initiative still needs to move from proposal to implementation, so the next useful detail is how progress toward net-zero will be measured and reported.
