The research analyzed 245 million vehicle registrations across 285 Chinese cities and found that wealthier cities with high EV adoption are effectively transferring carbon emissions to less affluent neighboring cities through shared electricity grids. The richest cities meet nearly 42% of their EV electricity demand from coal-dependent power plants in poorer regions, displacing pollution rather than eliminating it. Emission intensities per EV in these disadvantaged cities exceed those of petrol vehicles by 16.9% to 52%, according to the study. This spatial environmental injustice complicates national carbon accounting frameworks, as apparent reductions in wealthy cities mask outsourced emissions. The findings underscore that vehicle electrification alone cannot deliver climate goals without parallel investment in clean power generation and grid upgrades across all regions. For carbon markets and climate policymakers, the study highlights the need for transparent emissions accounting that accounts for intercity energy exchanges. Without addressing grid constraints and fossil fuel reliance, EV adoption risks deepening regional inequalities while failing to achieve real decarbonization.
