Philippines signs EO 127 for national carbon market framework and registry
opinion.inquirer.netPresident Marcos signed Executive Order 127, directing the Philippines to build a national carbon market framework. The order tasks the Department of Environment and Natural Resources with drafting rules for carbon credit projects, including how credits are measured, verified, and registered. A Philippine National Carbon Registry is also planned to prevent double counting. Under the framework, carbon credits would come from projects like forest protection, sustainable farming, waste management, and renewable energy. Buyers include countries meeting Paris Agreement targets, local companies offsetting emissions, and airlines. The DENR has 30 days to submit the proposed framework to an interagency committee led by the Climate Change Commission. Success depends on whether the rules ensure real, verified emissions reductions and fair benefit sharing with communities. The EO is a policy step, not a guarantee, but it gives the Philippines a clearer path into international carbon markets.
