The Philippines has applied for a UN-backed grant of $2 million to $5 million to cut short-lived climate pollutants such as methane, black carbon, and hydrofluorocarbons. The Department of Environment and Natural Resources says the money would fund a government expert team and technical assistance in waste management, agriculture, and transportation, with decisions expected at COP31 in November. Funding would support the National Short-Lived Climate Pollutants Action Plan, which lists 13 priority measures to reduce emissions by 2035. The country is also offering to host the coalition's board meeting in Manila in 2027 and wants Southeast Asian nations to align how they measure, report, and verify emissions. The coalition aims for a 40% cut in global methane and a 70% cut in black carbon by 2030.
