Philippines raises unconditional NDC target to 7% emissions cut, keeps 75% overall pledge
gmanetwork.comThe Philippines has submitted its updated Nationally Determined Contribution to the UN, keeping the overall emissions reduction pledge at 75% while raising the unconditional part from 2.1% to 7%. The remaining 68% of the reduction target is conditional on international support. The NDC covers energy, transport, agriculture, waste, forestry, and industrial processes and product use. Climate groups welcomed the higher domestic commitment but noted the plan still lacks a concrete fossil fuel phaseout. The government says adaptation remains its priority because the country contributes only about 0.45% of global CO2 emissions. Whether the 7% becomes real depends on 2027 budget allocations and follow-through on energy efficiency and nature-based solutions.
