President Ferdinand Marcos Jr. has ordered the creation of a national policy framework for carbon markets, with the Department of Environment and Natural Resources (DENR) designated as the country's national authority for regulating participation in carbon-credit mechanisms. Executive Order 127 directs the DENR to draft the Philippine Carbon Market Policy Framework, subject to approval by a new Inter-Agency Committee on Carbon Markets. The framework will cover both international carbon trading under Article 6 of the Paris Agreement and voluntary carbon markets, and it will set rules for project eligibility, credit issuance, transfers, benefit-sharing, safeguards, and reporting.

Article 6 accounting is the part to watch. The EO says proper accounting and a national registry, but the hard part is defining corresponding adjustments and who gets authorization. Carbon markets can fund projects, but on the grid side the bottleneck is interconnection and transmission. A carbon credit from a solar farm in Mindanao still needs a grid that can move the power. Hope the framework connects to energy planning, otherwise it is just paper revenue.

Voluntary market coverage is useful for smaller projects that do not fit Article 6. But the administrative fees and benefit-sharing rules will decide whether community-scale renewables and forest projects can actually participate. Keep the cost structure simple or it eats the margin.
