The Philippines has launched its first Cement and Concrete Industry Decarbonisation Roadmap, setting five year milestones to guide the sector toward net zero by 2050. Developed by the Department of Trade and Industry, CeMAP, UNIDO, and the Government of Canada, the roadmap focuses on increasing low carbon cement production, improving energy efficiency, expanding alternative fuels, developing supplementary cementitious materials, and deploying carbon capture technologies in the longer term. The Philippines produced over 27 million tonnes of cement in 2024 with an installed capacity of about 53 million tonnes, making this a significant industrial decarbonization effort in Southeast Asia. This voluntary framework makes the Philippines the second country in the region after Thailand to adopt a national cement decarbonisation roadmap. CeMAP President John Reinier Dizon said the roadmap provides a common framework for collaboration between government and industry. The plan sets five year milestones for reducing emissions while supporting continued growth in cement production for infrastructure and construction. Key areas include increasing low carbon cement production, improving energy efficiency, expanding alternative and renewable fuels, developing supplementary cementitious materials, and deploying carbon capture technologies in the longer term.
