Philippines EO 127: National carbon market framework and registry ordered to attract climate investments
thechronicle.com.phPresident Ferdinand Marcos Jr. signed Executive Order No. 127 on October 13, directing the Department of Environment and Natural Resources to craft a Philippine Carbon Market Policy Framework. The order creates an Inter-Agency Committee on Carbon Markets chaired by the Climate Change Commission, with the Department of Finance as vice chair. DENR will act as the national authority and will build the Philippine National Carbon Registry to record credits and monitor transactions. The framework aims to regulate domestic and international carbon credit trading, set project approval rules, and define benefit-sharing mechanisms. It is tied to the country's nationally determined contributions under the Paris Agreement. DENR has 30 days from effectivity to submit the draft for review. The order takes effect immediately upon publication.
