Philippines EO 127: National Carbon Market Framework Explained
bworldonline.comPhilippine President Ferdinand Marcos Jr. signed Executive Order 127 on October 13, 2026, directing the Department of Environment and Natural Resources to draft a national carbon market policy framework. The framework will set standards for carbon credit issuance, registry tracking, and benefit sharing under Article 6 of the Paris Agreement and voluntary carbon markets. The DENR has 30 days to prepare operational guidelines, which must then be reviewed by a new inter-agency committee led by the Climate Change Commission and the Department of Finance. The EO creates no new carbon tax, according to the Palace. Instead, it aims to channel climate finance to reforestation, renewable energy, sustainable agriculture, and waste management projects. Once approved, the guidelines are meant to give investors clear rules for carbon crediting activities in the country. The order took effect upon publication in the Official Gazette or a newspaper of general circulation.
