Philippines 2026 NDC: 75% emissions cut target, but 68% conditional on international support

The target under the Enhanced 2026 NDC splits into a 7% unconditional contribution funded domestically and a 68% conditional part that depends on climate finance, technology transfer, and capacity building from international partners. Cuna stressed that the country needs a unified operational framework covering the Long-Term Strategy, NDC Implementation Plan, Just Transition Framework, Carbon Market Policy Framework, and a financial plan. He also emphasized that a low-carbon shift must protect workers and communities, warning that a transition cannot succeed if it is technically sound but socially disruptive. The remarks came at the Philippine Net Zero Carbon Conference, where Cuna called for coordination among government, business, finance, and civil society to turn the target into real-economy investments.
