Phelan Green Group has reached a final investment decision on the first phase of its electro sustainable aviation fuel plant at Saldanha Bay, South Africa. The company is committing US$100 million in equity to build the first phase, which will produce 35,000 tonnes of e-SAF per year. Construction is scheduled to start in Q1 2027, with first commercial exports targeted for Q1 2029. According to President Cyril Ramaphosa, this is the first of six priority green hydrogen projects supported by South Africa to reach FID. The full multi-phase development is expected to cost about R47 billion (US$2.9 billion) and could eventually produce 140,000 tonnes of e-SAF annually. The plant will combine green hydrogen with captured carbon dioxide using technologies from Honeywell UOP and Johnson Matthey. A long-term off-take agreement is already in place, which gives the project a committed buyer and strengthens the case for later phases. The location near Saldanha Port is aimed at exports to Europe and the UK, where lower-carbon aviation fuel mandates are tightening.
