Procurement for Housing (PfH) Scotland has opened a £300 million framework to support decarbonisation and retrofit work across public sector buildings. The 48 month framework covers 15 lots including consultancy, energy efficiency upgrades, renewable energy systems, heat networks, electric vehicle infrastructure, and whole building retrofit works up to any value. It is designed to give public bodies a streamlined route to suppliers that can deliver net zero aligned projects on domestic, commercial, and mixed use properties. The framework includes dedicated lots for multidisciplinary retrofit works, heat network installation, and innovation in future technologies. Suppliers appointed to the larger works lots will act as principal contractors, handling project management, installation, commissioning, and handover. Bidders must also show how they will deliver social, economic, and environmental benefits through their contracts. The framework is available to current and future PfH Scotland members.

The whole house retrofit lots up to unlimited value are the key part here. That is where the actual emissions cuts happen. But delivery depends on having enough trained installers and project managers. Framework alone does not fix the labor gap.

Good to see social and environmental benefit requirements baked into the procurement. That is how you avoid the lowest bidder problem where nobody cares about quality or local supply chains. The 48 month duration gives some stability too.

Heat network lot with only 7 suppliers seems tight for a countrywide framework. Hope they have enough capacity. Also curious how the EV infrastructure lot aligns with distribution grid capacity in rural areas. That is often the bottleneck.

The innovation lot is interesting but vague. Advanced heating tech and integrated renewables could mean anything. Would like to see specific criteria for what counts as innovative versus just standard kit with a new label.
