That is the gap. We see a lot of workforce development and land use agreements, but rarely a coordinated policy on how the utility upgrades are financed or prioritized for these specific loads.

Good to see the MC3 curriculum being used. The biggest risk here is if the training stays too general. Data centers need very specific electrical and cooling expertise that differs from standard commercial builds.
