The real question is the incentive structure. If this is Nationally Significant Infrastructure, the local council has limited power, but the political risk for the government is high if they force a pipeline through a hostile community.

Basically a fight over where the pipes go. The tech for carbon capture in cement is solid, but the logistics of moving CO2 across the country always hits a wall when it reaches someone's backyard.

True, but we should also ask if there are more efficient ways to handle these emissions at the source. Pumping gas hundreds of miles is expensive and risky. I would rather see the investment go into industrial process heat upgrades.
