Parc Adfer carbon capture plant decision delayed over missing consultation with English villages
deeside.comFlintshire County Council has deferred a decision on a £200m carbon capture plant at the Parc Adfer waste to energy site in Connah's Quay. The delay comes after planning officers confirmed that communities across the border in England, including Burton, Shotwick and Puddington, were not consulted. Some of those villages are closer to the site than parts of Connah's Quay. The project, developed by Enfinium, would process 232,000 tonnes of waste a year and capture around 241,000 tonnes of CO2, with the gas compressed and sent through the Hynet pipeline for storage in depleted gas wells under the Irish Sea. The plant is meant to be Wales' first carbon negative waste to energy facility. Late objections questioned the effectiveness of carbon capture and raised concerns about noise and impacts on the River Dee. Councillors chose to defer the application so nearby English communities can be consulted. The applicant and planning officers maintain that environmental concerns have been addressed, with Natural Resources Wales satisfied on estuary impacts. No new decision date has been confirmed.
