Doubling the carbon tax to Rs5 per litre is a step but still small. At current petrol prices that is about 1.7% of the pump price. Not enough to shift behavior on its own.

The article does not say where the carbon tax revenue goes. If it just goes into general budget and not into clean energy or efficiency programs, it is a tax hike with a green label.

Offsetting the carbon tax with a petroleum levy cut means the net price to consumers barely changes. That defeats the purpose of a carbon price which is to make fossil fuels more expensive relative to alternatives.

If the goal is to reduce emissions from transport, a Rs2.5 per litre increase is not going to do it. Pakistan needs to pair this with investment in public transit and EV charging infrastructure to give people an alternative.
