Pakistan Proposes 10-19.5% Carbon Levy on Vehicles Over 1,000cc to Fund EV Transition
bloompakistan.comPakistan's government has proposed a carbon levy of 10% to 19.5% on petrol and diesel vehicles with engines over 1,000cc, as part of its upcoming Auto Industry Development Policy. A special committee is studying the plan, which could raise up to Rs. 142 billion over five years to support electric mobility and environmental initiatives. The policy also includes phased tariff reductions on imported vehicles, localisation requirements for automakers, and incentives for electric and new energy vehicle manufacturers. The proposed levy targets larger combustion-engine vehicles while the government maintains protective tariffs for domestic assembly. Import duties on fully built vehicles would drop gradually from 57-197% to 40-75% by 2030-31. Automakers must meet localisation targets to keep concessional import rates on parts. The policy also caps concessional EV imports and withdraws a 25% customs duty concession on imported EV CBUs, aiming to prevent the NEV segment from becoming an import loophole.
