Pakistan is moving on several bilateral tracks to sell emissions reductions under Article 6 of the Paris Agreement. It has finalised a climate cooperation framework with South Korea, is consulting internally on an Article 6.2 agreement with Saudi Arabia, and has expressed interest in Japan's Joint Crediting Mechanism. These would add to the Article 6.2 agreement signed with Norway in April 2026. Under the Norway deal, the NACA Fund has shortlisted seven projects from Pakistan's official pipeline and is evaluating them. Domestically, the 2024 Policy Guidelines for Trading in Carbon Markets are active, and the final Carbon Market Rules have been sent for legal vetting. In the meantime, the ministry is issuing letters of intent and handling authorisation cases under the guidelines. Readers should watch whether the bilateral agreements translate into authorised credits with clear accounting, and how the rules handle provincial consultation and administrative discretion.
