60 MW is a decent size for a local project, but the real question is the interconnection point. If they are hitting a weak part of the Carbon County grid, the stormwater permit is the least of their worries. Does the filing mention which substation they are targeting?

Usually these details are in the conceptual plans at the conservation district office rather than the public notice. From a policy side, seeing high quality stream designations involved usually means a much tougher road for the NPDES permit.

True, but that is why these hearings exist. If they can prove the runoff management for those three streams is solid, it should move forward. The 390 acre footprint is the main point of contention here.
