Oxfordshire County Council has introduced the first hydrogen and hydrotreated vegetable oil (HVO) dual fuel truck for highway maintenance in England. The 3.5 tonne van, retrofitted by ULEMCo, is operated by contractor M Group and will be used to transport crews and materials for road repairs. The switch from diesel cuts tailpipe carbon emissions by 30 to 40 percent and reduces nitrogen oxide emissions that affect local air quality. The trial is part of M Group's goal to reach net zero by 2040 and Oxfordshire's target of carbon neutrality by 2050. A second retrofitted HGV is expected to join the fleet in early 2027. The council will track fuel costs, usage efficiency, and driver feedback to assess whether the dual fuel approach can scale. With HGVs contributing roughly 17 to 21 percent of road transport emissions, this pilot could inform broader adoption of hydrogen and HVO in municipal fleets across the UK.

Good point. HVO feedstock sourcing matters a lot. If it's from waste oils it's one thing, but if it drives land use change the carbon math flips. Also curious about the hydrogen source. Grey hydrogen from methane would undercut the whole point.

Retrofitting is the part I like most. Taking a standard maintenance truck and converting it keeps embodied carbon low and avoids manufacturing a whole new vehicle. The real test is whether the dual fuel setup holds up under daily road crew use and if the cost per mile beats diesel.
