Oxfordshire County Council and contractor M Group have put the first dual fuel hydrogen and HVO highways maintenance truck into service in England. The 3.5 tonne vehicle was retrofitted by ULEMCo and will be used to transport crews and materials for road repairs. The trial aims to cut tailpipe carbon emissions by 30 to 40 percent compared to diesel and reduce nitrogen oxide emissions for better local air quality. A second vehicle, a medium or larger HGV, is expected to join the fleet in early 2027. The council targets net zero by 2030 and M Group by 2040. The trial will track fuel costs, usage efficiency, and driver experience. With HGVs contributing 17 to 21 percent of road transport emissions, this kind of retrofit approach could scale if the numbers hold up.

The council target is 2030 net zero which is aggressive. A single truck is a drop in the bucket but if the retrofit model works and scales across M Group's 10,000 vehicles it could move the needle. The real test is whether the fuel supply and cost per mile beat diesel over the trial period.
