The stagnation since pandemic is a pattern I see in a lot of local authority data. Easy wins like street lighting LEDs are done. Now it gets expensive.

Would be useful to know what share of those council emissions come from fleet vehicles vs buildings. Transport is the harder nut and West Oxfordshire shows emissions actually rising there.

Exactly. The gas use increase in council buildings during cold weather tells you the building envelopes are still poor. Insulation and heat pumps would fix that but the payback period is longer than council planning cycles.

Worth noting South and Vale are the only ones with 2024/25 data. The rest are reporting 2022/23 or 2023/24 which means we are tracking progress with a 2 year lag. Not ideal for accountability.
