Oxford City Council's cabinet has backed a five year roadmap to improve the energy efficiency of around 8,000 council homes. The Housing Revenue Account Property Retrofit and Sustainability Roadmap 2026-2031 targets an average EPC C rating across the stock by 2030, with 95 percent of homes expected to meet that level. The move aligns with new government minimum energy efficiency requirements for social housing. The plan takes a fabric first approach, prioritizing insulation, windows, and ventilation before considering low-carbon heating and renewable energy. Council officials say warmer, better-insulated homes should lower heating bills and reduce damp and cold related health issues. Next steps include detailed delivery plans, external funding applications, and approval of individual retrofit programs through normal budget and governance processes.
