I get the legal argument, but what is the practical replacement for the energy those offshore projects would produce? If demand doesnt drop fast enough, you just shift production somewhere else with weaker rules.

Thats why the article calls for addressing both demand and supply. You cant just ban new licensing without also cutting consumption. The EU and US need to pair phaseout policies with real demand reduction, not just carbon offsets.

Demand reduction means efficiency and electrification on the ground. Heat pumps, building retrofits, industrial heat. Those are the boring things that actually cut fossil fuel use. Offshore drilling bans alone wont do it.
