Exactly. Reporting is the easy part. The hard part is the actual industrial retrofit. I wonder how many of these cement and steel plants actually have the capital for the hardware changes needed to lower those numbers.

For the aluminum and steel sectors, the emissions data is only as good as the grid they are plugged into. If the Indian grid stays coal heavy, these companies can't hit the targets regardless of how good their internal accounting is.
