Orica has made a final investment decision on the 50MW Hunter Valley Hydrogen Hub in New South Wales, Australia, backed by A$547 million in government funding. The project will produce roughly 4,700 tonnes of renewable hydrogen per year to replace natural gas at Orica's existing ammonia plant on Kooragang Island. That green ammonia will cut the facility's natural gas demand for chemical feedstock by about 7.5 percent. Construction starts this year with first production expected in early 2029. The project received A$432 million in production credits from the federal Hydrogen Headstart program, plus additional grants from the federal Hydrogen Hubs Initiative and the New South Wales government. Orica says its net capital expenditure after subsidies will be A$245-283 million. The original 200MW second phase, once planned by Origin Energy, is no longer mentioned. The project replaces a small fraction of Orica's 360,000 tonnes per year of grey ammonia production, so the decarbonization impact is modest but real.

7.5% reduction on feedstock gas is modest. The article says Orica produces 360k tonnes of grey ammonia per year. This project only covers about 26.6k tonnes of green ammonia. That is a drop in the bucket. The original 200MW second phase is dead too.

The subsidy stack is interesting. A$432M in production credits from Hydrogen Headstart plus A$115M in hub grants. That is A$547M total on a project with net capex of A$245-283M. The government is paying more than the project costs. That is a lot of public money for a 7.5% feedstock switch.

The article says Orica has not named any specific buyers for the lower carbon ammonia. They just say it goes to resources, agriculture, health, food. That is vague. If the output is replacing their own grey ammonia, the buyer is basically Orica itself. Not a new market.

The 7.5% feedstock reduction is small but it is a real industrial decarbonization project, not a pilot. The question is whether the subsidy level is repeatable. A$547M for 50MW is over A$10M per MW. That is not a scalable template for the rest of the ammonia industry.
