Oregon DEQ picks CALSTART to run climate investment program for carbon credits from oil and gas

The program requires oil and gas companies to buy carbon credits if they exceed emission caps, with the funds going to clean energy projects like renewable energy, building retrofits, and weatherization. CALSTART was chosen after a 10 week search and will work with local groups to identify emission reduction opportunities. The program is part of Oregon's Climate Protection Program, which sets mandatory greenhouse gas emission caps for the oil and gas sector over the next two decades. This is the second attempt to launch the Community Climate Investment program after a court challenge invalidated the original version in 2023. The program still faces a lawsuit from fossil fuel groups, labor unions, and trade associations who argue the agency lacks authority to implement it. DEQ and CALSTART plan to finalize an agreement by the end of 2026.
