Open Coalition on Compliance Carbon Markets Adds Six Members, Adopts 2026-27 Work Plan
carbonherald.comThe Open Coalition on Compliance Carbon Markets expanded at its second High-Level Meeting in Wuhan, with Canada, France, Norway, Singapore, Türkiye and the United Kingdom joining as new members. The group, launched at COP30 in Belém, also approved a 2026-27 work plan that lays out a longer strategic horizon through 2030. Brazil chairs the coalition, with China and the EU serving as co-chairs. The work plan focuses on five areas: setting up the coalition's Secretariat, sharing experience on emissions trading design, comparing MRV and carbon accounting systems, developing rules for high-integrity offsets in compliance markets, and external engagement. Members plan to compare how their systems handle emissions coverage, allowance allocation, auctions, price containment, penalties and oversight, then look for where interoperability is possible. The coalition describes itself as a voluntary platform, so the work plan is about mutual learning rather than binding obligations. A three-stage approach moves from governance and shared understanding to tools and pilot cooperation, then to longer-term alignment. The next public test will be whether this group can influence the UN climate summit in Antalya and carry momentum into COP31.
