OGCI's 2026 progress report shows its 12 member companies met the 2025 aggregate upstream carbon intensity target. Upstream carbon intensity fell to 16.5 kg CO2e/boe, below the 17.0 goal, and aggregate upstream methane intensity stayed below 0.20% for a fifth straight year. Since 2017, members cut total operated Scope 1 emissions by 23%, or 167 million tonnes, while keeping production broadly flat. Routine flaring from operated assets is down 74% since 2018. Most of the world's upstream methane emissions come from outside OGCI members. The group is pushing scale through the Oil and Gas Decarbonization Charter, which now has 56 companies covering about 40% of global oil production. In 2025, 50 of 55 signatories submitted emissions data covering 98% of operated production using OGCI's reporting framework. Members have also invested $156 billion in low-carbon solutions since 2017 and are advancing more than 50 CCUS and direct air capture hubs. Next priorities are cutting methane intensity to 0.1% collectively, ending routine flaring, and improving carbon accounting for low-carbon fuels and CCUS. The report acknowledges that non-operated assets and joint ventures remain a gap.
