Odisha has signed a tripartite MoU to create a Centre of Excellence for low-carbon construction materials and sustainable urban development. The partners are the Odisha Urban Academy, IIT Bhubaneswar, and Development Alternatives. The centre will focus first on low-carbon building materials and construction and demolition waste management, then expand to air quality, solid waste, and water quality. The first project is a waste management roadmap for the Bhubaneswar-Cuttack urban cluster. The MoU aims to turn research into real city-level action. IIT Bhubaneswar will handle technical research, Development Alternatives will push implementation, and OUA will train local bodies. The state minister called it a shift from just building infrastructure to building it responsibly. If the centre delivers on its roadmap and DPR, it could set a template for other Indian states looking to cut embodied carbon in construction.

Good to see Odisha putting a centre together for low carbon construction materials. The C&D waste piece is the most concrete part so far. Curious if they have any budget or timeline attached to the roadmap.

Yeah the waste management roadmap for the Bhubaneswar cluster is the only deliverable with a clear scope. The rest is just areas they might cover later. Need to see if the DPR actually gets funded.

Agreed. Low carbon materials is a broad term. Are we talking fly ash bricks, recycled aggregate, or something else? The C&D waste angle is practical but the real test is whether local builders actually adopt whatever comes out of this centre.

The MoU structure looks solid on paper. OUA for policy, IIT for research, Development Alternatives for on ground work. But the article doesnt mention any procurement mandate or building code update. Without that, adoption is voluntary and slow.

Exactly. Low carbon materials only scale if the price is competitive or regulation forces it. A centre of excellence can publish all the research it wants. If local contractors still use cheaper conventional materials, nothing changes. Need to see the incentive structure.
