The centre will also expand into areas like urban air quality, solid waste management, and water quality assessment. This partnership combines academic research from IIT Bhubaneswar, implementation expertise from Development Alternatives, and policy support from the Odisha Urban Academy to create scalable models for sustainable urban development across the state.

The Bhubaneswar-Cuttack cluster is growing fast. If they can actually scale C&D waste recycling into a real supply chain for low carbon materials, that would be a big deal. The DPR will tell us if they are serious or just checking a box.

Worth watching how the policy support from Odisha Urban Academy translates into procurement rules. If they mandate recycled content in public projects, that changes the economics for the whole supply chain.

The real test is whether the research from IIT Bhubaneswar actually gets adopted by local builders and ULBs. A lot of these centres produce papers that sit on shelves. The DPR and capacity building piece is where it lives or dies.
