The 95% compliance number is about filing reports, not necessarily meeting targets. The article says 95% of those demonstrating compliance through efficiency are meeting targets. So what about the rest? Also, the offset fund at $1.7M is tiny relative to the scale. Need to see if penalties are actually being enforced.
