Standardised plans are fine but the real bottleneck is the consenting process for new storage sites. Guidance helps but doesn't fix the fundamental issue of how long it takes to get a permit approved. That is still years in many cases.

CCS permitting is one thing but the pipeline infrastructure to get CO2 from emitters to storage sites is the bigger challenge. You can have all the guidance in the world but if the pipes are not built it does not matter.
