NorSAF and Nova Pangaea Technologies signed an MoU to build an advanced waste biomass to ethanol facility in Latvia. The plant would use Nova Pangaea's REFNOVA process to convert local forestry and agricultural residues into ethanol and biochar, feeding NorSAF's planned Alcohol-to-Jet SAF hub in Liepaja. Commercial operations for the SAF plant are targeted for 2031. The project targets a real gap in EU SAF supply. Current blending mandates rise from 2% in 2025 to 6% in 2030 and 20% by 2035, but most European output still depends on imported HEFA feedstocks like used cooking oil. A Baltic waste ethanol chain would shorten that supply line, though the article does not give a construction date for the ethanol facility or a lifecycle analysis for the carbon-negative claim.
