Nippon Steel is moving into European green steel production with a 900 million euro electric arc furnace at its Slovakia mill, a site it picked up through the US Steel acquisition. The interesting part here is the subsidy structure. Slovakia is putting 350 million euros into an EAF that still won't run until 2030. If the goal is cutting blast furnace emissions, the real test is whether they actually retire the remaining blast furnaces once the EAF is live. Otherwise it's just added capacity with a green label.

An EAF that size needs a serious power connection. 1.6 million tons a year of scrap melt will draw a lot of electricity, and Slovakia's grid will need firm supply to run it around the clock. The article doesn't say where the power comes from. If it's coal-heavy imports, the emissions math gets worse than the one-quarter claim suggests.
