The Rivers State part is more concrete. They're naming oil companies and gas flaring directly. That's a real pollution problem that carbon projects could address if the monitoring was there.

Not seeing any mention of how the Great Green Wall will be maintained after planting. Sahel projects often fail because nobody budgets for watering or protection from grazing.
