The Electricity Act only works if state regulators don't bottleneck interconnection. Nigeria has a long history of passing laws then underfunding the agencies that implement them.

The cold-chain logistics mention is interesting. Nigeria loses a huge share of its food post-harvest. Solar cold storage is one of the few climate projects with a direct revenue stream from day one.

Cold storage works if you have reliable maintenance crews. Too many solar cold rooms in Africa sit broken because nobody budgeted for compressor repairs. The finance needs to cover operations, not just installation.
