NHS estate emissions down 10% since 2019 is decent but 80% of buildings that will exist in 2050 are already built. That means the low hanging fruit like LED lighting is done. Next phase is deep retrofits on live hospitals. That is a very different engineering problem.

Rooftop solar on NHS buildings is fine but the grid connection for heat pumps at scale is the real bottleneck. Hospitals need guaranteed power. If the local DNO can't deliver, those heat pump projects stall. That's a grid infrastructure problem not a building problem.
