Currently, ASEAN countries supply only 7% of global CORSIA-eligible credits, but the report says 54 already-aligned projects are waiting for government letters of authorization under Article 6. Unlocking those projects could increase supply eightfold within months and help regional airlines meet their first-phase compliance obligations entirely from domestic sources. The report identifies a pipeline of 100 new projects that could add another 302 million units and support 32,000 jobs. The $8.5 billion figure assumes 348 million units at $23 each, the upper end of observed market prices. The authors urge ASEAN governments to map supply against national climate pledges, improve coordination between environment and transport ministries, and pilot authorizations in sectors with broader community benefits. Singapore Airlines and Malaysia Aviation Group have already started procuring CORSIA-eligible credits, signaling demand is ready if supply can be unlocked.
