This is exactly the kind of project that makes carbon offset buyers nervous. You can have all the RECs you want but if the facility runs on dedicated gas it is still a net new emitter.

The policy failure here is that tax abatements and zoning approvals were granted without a carbon performance standard. You can mandate that any new large load must match hourly consumption with clean generation. New Mexico did not do that.

Kenya is pushing geothermal for exactly this reason. You get baseload clean power without the water fight. But the article is right that the real test is whether these projects actually get built fast enough to compete with gas.
